Canadian Association of Petroleum Producers Perspective and
Position on the Climate Change Issue

Canadian Association of Petroleum Producers (CAPP) regards climate change as a significant issue that warrants serious attention. While seeking efficiency improvements is a basic aspect of the production business, for several years CAPP member companies have been actively pursuing these efficiency improvements with a view to reducing GHG emissions. Despite these improvements, there has been a significant increase in total GHG emissions over the past decade due to the increase in oil and natural gas production, primarily for export.

The structure of the Kyoto Protocol and Canada's target do not take into account Canada's role as a growing net exporter of energy intensive commodities. Canada faces a challenge in setting policy to meet GHG emission objectives without undermining the contribution to economic growth from our major commodity export sectors. Policies must be designed to avoid undermining the competitive position of the Canadian upstream oil and gas industry and other sectors, at a critical time when we have significant development opportunities in supplying the US energy market.

Canada's Kyoto target level of emissions is far below a level that can be reasonably achieved through domestic action. Despite years of analysis and discussion, the federal and provincial governments have not come up with a plan to implement the Kyoto Protocol that addresses competitiveness concerns. It is time for the federal government to include non-Kyoto approaches in its options for Canada's action plan on climate change and move forward with a plan based on achievable objectives.
