Mr.
David Picard is a principal at Clearstone Engineering Ltd, an environmental consulting
firm specializing in air emissions assessment and control. He is a senior
process and environmental engineering specialist in fugitive emissions measurement
and control, process optimisation and energy management. He has 25 years
experience in these areas for a wide range of industries, with particular emphasis
on the energy sector. His general background includes facilities design
and construction, combustion engineering, process modelling, and emissions assessment.
Mr. Picard has worked closely with government and industry leaders in establishing emission standards and guidelines. He also has significant international experience related to the United Nations Framework Convention on Climate Change (UNFCCC) and its reporting requirements. In addition, he has been involved in the work of the IPCC and UNFCCC in the scientific, technical and policy aspects of the international debate on sinks and greenhouse gases. His international experience has included work in the United States, Europe, Asia, Russia, the Middle East, the Caribbean, and South America.
